Hmm black goo. Thats strange. Maybe some type of sealant? That may be whats smoking when they are turned on. HIDs get very very hot when they are turned on. I would send them back if it came with that stuff on it imo. You arent ever supposed to touch the bulb itself with anything so cleaning it isnt really an option.
