It is held on by rivets. You can use something like a 1/4 inch bit to drill the center out of them. When you're done you can plug the holes with body panel retainers, available at any auto parts store.

Well, my coolant overflow cap just self-destruct on me. Any ideas on how to get that remaining piece out of there? Can't tell if it's threaded as well or just pressed in. Doesn't seem to want to budge.
