How hard would it be to drop a cobalt ss turbo motor into my sedan

Anything's possible. But IMHO wouldn't be worth the time.
Fitment into the actual car wouldn't be an issue, just a matter of how much work you want to put into with rearranging the engine bay. and not to mention transmission work...You'll have to move things around, and most likely make new engine mounts welded onto the frame. Just look at VW's who drop VR6's into their 4 bangers and make it look clean as hell (granted they delete a lot of stuff)

Well you'd be swapping in an engine and trans that require different mounts, a different ECM (1 that doesn't communicate with your ABS, Anti-theft, Trans and other modules), different axles, custom intake and exhaust plumbing and that's just a start.
If you already have the engine and trans expect to pay atleast $3k on the install on the optimistic side and be without a car for several weeks to a couple months.
Like RiverRat said this has been covered a number of times. As far as I know it has been done once, on a factory backed AWD Sonic.

if you can fit an ls1 into a mazda rx7 or a cummins 6cyl turbo-diesel under the hood of a jeep wrangler then you can definitely put another 4 cylinder in place of a 4 cylinder.
you can get a stand-alone ecm from painless wiring for a grand or so. check advanceadapters.com for flex plate/trans adapters, possibly motor mounts too.
