Dreaded PO299 CEL

A few days ago a CEL popped up on my dash and upon checking it I discovered it was the PO299 turbo underboost code. The sheet from AutoZone suggested a new turbo or new exhaust manifold gasket, but I know there are many things that can cause underboost other than those 2 issues. Being that my car has around 184,000 miles on it and no major issues yet, I'm wondering if my issue pertains to the orange check valve in the intake manifold or the wastegate actuator rather than the turbo itself. Any inputs?

More than likely bad pcv or bad wastegate. The reason that it suggests new turbo is that Chevrolet does not sell a wastegate as its own part. They only sell it as a whole unit.

Is there a way to actually replace the internal wastegate? Or can you only replace the actuator. Because upon inspection, the linkage pin in the wastgate system is fine, but when I checked my intake manifold, the orange check valve is gone. Would the check valve cause boost levels to be as low as I am getting at the moment (2-8 psi accelerating).
