radiator fan _Sonic 1.8L

I can't figure out why my radiator fan does not run on the low speed. I swapped the relay with another . There is 11.6V across the relay socket at pin 85 and 86 even when temp is 50 degrees celcius. The only way the fan works is if I jump the relay (connect 87 and 30) . I have Changed the radiator fan already.
Any ideas would help as I have not been able to solve this puzzle.
