Trunk release latch

I was cleaning the trunk of my hatchback sonic and when I lifted the floor to vacuum the spare tire area, I found an emergency trunk release latch hanging out in there. Are the hatchback models supposed to have one on the trunk door, and can it be put back on? Or did the previous owner just toss one back there for some odd reason? Thanks!

hmmm, never saw that myself! Seems to me that a person in the back can just crawl out to the back doors.
