I'm with Larrymer on this, stoich AFR=2? Even if we're talking Lambda or EQR here, still doesnt make sense.
Personally, I wouldnt shoot for a MPG/econ and a power tune. Id start with tuning it correctly and I'm betting you'll be pleasantly surprised that also nets the best mileage. The best MPGs comes from properly calibrating/modeling the engine's airflow and optimizing spark timing. There's not much left to change efficiency-wise on the engine once you have the MAF/VE coeffs calibrated correctly and have the spark timing dialed in. You can change the trans shift points a little if you have an auto, might be the last .5mpg you're looking for.
