European cars hitting these numbers may not meet US emissions or safety standards. Good chance that a lot also wont meet what customers here expect.
It seems to me that there are already a number of fairly strict European exhaust regulations. They'd likely not be as strong as California, but probably stronger than just about anywhere else in the US or Canada.
I think your second piece is important though. We do seem to be at a time where we'll all trade some space and comfort for some MPGs, but not everyone is willing to. The fact the EV1 is a 2 seater means it would have likely had the same lukewarm reception as the original Honda Insight.

Scary piece they mentioned in the doc was that in the mid 90s, you could get a $4k tax credit for an electric car, or write off $100k worth of Hummer for tax purposes. Seriously?
Unfortunately, the electric car hasn't seemed to have advanced much in the last 20 years - you have to wonder if all the effort being put into the hydrogen fuel cell could have been used better in developing Li-ion tech for cars?
