Yeah, that's essentially saying that when you close the throttle body the air needs somewhere to go, the BPV (Bypass Valve) reroutes it back into the turbo inlet and reuses the metered air (usually causing no tuning issuses and why you will not need tuning for the BNR BPV, the BOV (Blow Off Valve) does the same thing as the BPV but instead of recirculating the air and dumps it out and since the system is losing the metered air it will affect the fueling of the car and cause driveability issues. With the Budget tune or Premium tune with ECP you will be able to run either without having to have the car tuned specifically for the BOV.
