Being in a rear end collision has nothing to do with paint flexing on the frot bumper. I'm from a family that has owned many bodyshops and I've never seen it happen. Also this isnt the first time I've been read ended in a car. If you lean on a plastic bumper and the paint flakes off then paint was not mixed right in the first place. An additional additive is mixed in so that the paint will flex with the plastic.
