GM wont do it. You can ask all you want but it wont happen.
Having pulled apart a 1.8 head, and making some assumptions on the remainder of the engine based on past GM engines, the 1.8 might hold a few PSI before it lets loose. A full build will most likely be needed to handle much more than that from a properly sized turbo.

An enthusiast is also willing to risk blowing his engine by running it close to the max it can handle. GM isn't going to put their logo on something that lets you run up past the red line their engineers have drawn.
Why, other than just wanting to do it, would you go with rebuilding a 1.8 from scratch, when for the same effort and considerably less cash you could swap the whole engine for something more powerful and designed to be more powerful? As already mentioned, the 1.4T would be an easy swap, but you could also try swapping in a 2.0T...
