Power loss and flutter sound

installed a new turbo a while back cuz the og one cracked after I got a tune with all new bolt ons. I’ve checked all the hoses and fittings and everything is tight but I’ve been having this loss of power and a strange shutter noise as I’m letting off the throttle. I’ve taken it to a shop they can’t figure it out and the dealer says I need to go to a performance shop but I don’t know where one is that’s close by. I’m in Westland Michigan. I have a video on my phone of the noise I’ll try and get it on here somehow.

Check your recirculation valve on the turbo as the noise is due to air not being blown off and instead going back through the turbo blades and being chopped up but before you pull it off as it is a nightmare to pull off on some cars with these integrated valve turbos check the vaccum lines and solenoids if it has any leading up to the recirculation valve a bad vacuum line or solenoid will %100 cause that issue.
