OP, which torque wrench did you use? Was it calibrated correctly?
In my experience, torque wrenches aren't very good at low values. 15 ft-lb is rather low, so there's a greater chance of inaccuracy, depending on the wrench.
I always use just my hand and my head when tightening drain plugs into aluminum pans.
