the part that is illegal are the bulbs them selves not D.O.T. or NHTSA approved, it's not enforced just like roll pans on trucks are illegal due to the lack of crash/safety protection to you and other drivers, you cant drive with your KC lights on, there are some surprising vehicle laws that are broken by mods all the time its just a waste of time to enforce unless its an obvious safety issue,
