It does not work and has not for some time now.
The brochure is at Chevrolet Dealers and is the Sonic Flash Package Brochure. The pictures of the wheels in this brochure are not any more informative than of the same wheels in the regular 2012 Sonic brochure.
The black version of these wheels is currently not available, your dealer may be able to tell you what the chances are regarding current availability.
