so it just moves the MAF toward the outer edge of the air intake hose? Or out of it all together?
Looks like a MAF spacer. You're pulling the MAF element (wires) out of the airflow path, tricking the MAF readings and therefore tricking the ECM. We have full tunability of the ECM, why deal with the hassle of tricking it? Do it right and save yourself tons of headache.
There are some vehicles that do not have easily tunable ECMs, things like stacking programmers, throttle body spacers, and now MAF spacers might help those, but pretty much everything domestic built in the last 17-21 years (i.e. 96-00 depending on manufacture) can be tuned pretty easily.
