Switzerland offers a very similar (to Obamacare or the Affordable Health Care Act) health care program to its citizens.

Denmark and Sweden offer a more idealized version to their citizens.

Those three countries do not appear in any list of a failed country that I am aware of, but if one or any of them are I am sure you can enlighten me.
