see there not together via a screw, the piece is as follows (pics attached), the screws line up when i put it on top of the bottom layer, but there is no way for me to get to the screws??? idk, guess i'm screwed...

Hey bud. They might have been sandwiched together already. If they arent screwed together already then either 1 place a screw driver in between the flat portion of the plate to the top section and slowly flip that section out. Its made to do this but the first time its really tight. When everything is together you can flip it up to still use the second cup holder.
