I suspect that certain European countries require cars to come with a small first aid kit which would be fitted into that spot, but the same interior panel is used in all countries.
The latch is probably just to secure a child's car-seat or a tie-down latch for cargo.
The passenger side recess appears to be for a first aid kit for Euro Spec Sonics. There are photos that I've observed, somewhere in this Forum that show this.
You could always add a roadside emergency kit with a reflective triangle and jumper cables to your "boring commuter build". Seems like the jumper cables in particular would be quite valuable for long distance commuting.
in my owners manual it says that that is the spot for the road side tire inflation repair kit thingy . and the latches are just tie down points for like a ratchet strap or bungey cords
