It has to either be something with how you drive (small changes can make a huge difference) or something with the car/fuel.
My last tank was 90% city and most of that was short trip to and from work (about 4 miles). I still averaged 33.4 for that tank. I do not think of myself as a "hypermiler" but I do drive very conservatively. I tend to only use the AC when its really hot or my fiancee is in the car, dont accelerate fast, try to coast up to a red light and have it turn green before i come to a stop (only if there is nobody behind me), do not idle longer than needed when leaving or parking, and try to not cary around more junk in the car than i need to (sometimes I have to lug around my tools for work).
Even my 98 Z24 with a 2.4L will pull off 25 all city. I cant see how a little 1.4L could be getting the numbers you are.
i haven't had the AC off, and we have e10 here...could be a factor..
